Really bad connectivity for outside US.

I have 30/4 Mbit (slightly faster at night), I've tried speedtest.net to Vienna 28/5, to cities in US it was about 12/3

And www.speakeasy.net/speedtest showed just only 3Mbit/600Kbit .
