That's true. I think it's also change in parental attitudes and even parental abilities - dual parent incomes required to keep up with the joneses (no time for little Johnny). More single parent families, no time for Johnny. Much more distractions in our techno driven society - games versus books etc. We're a bloated society and we just want more no matter what. Pure excess. We take what we have for granted. I also think that depending on what community you grow up in, you don't get the same level of education (many good teachers don't want to work in the ghetto). Probably black. Most (I believe 95%) of it intraracial (meaning within race). It's doens't just stem poverty or lack of education but also the belief that a black life is of less value or no value. It's essentially a global perspective. Many blacks accept this to be true. Give a black child a black doll and a white doll and ask the child which one is smarter and which one is prettier. Speaking as someone that has lived in New Orleans and has been to the pre-Katrina 9th Ward I can tell you that the people displaced from that area are quite a bit different than what you would file as "average". The 9th Ward was more like a 3rd World Country than anything I have ever seenin the US. The people who lived there will not be able to overcome the effects of that environment in one generation let alone one year.
I have sympathy for places like Austin and Memphos and Jackson, MIssissippi that have to deal with the influx of people that have been trained for generation after generation to accept a subsistence living provided by the social system that our government has designed fro them.
