This is to prevent studios from updating with existing clips all the time. Which a lot of people did and customers complained. and so did other studio owners. And yes if you are caught doing this all the time you will be closed.
If you want to update with the same clip then run off in a different format. IPOD, MOV, or Lo Rez. That will show up as an recent update. However I do not recommend doing this a lot because your page becomes cluttered with a bunch of useless formats of the same clip that no one really needs. Generally if you have more then 2 different formats of the same clip on your front pages then customers get frustrated and move on.
