    I would have loved to been in on that marketing team meeting:

    "Well, it looks like you can gamble in 28 states now, so we don't have a monopoly. Let's just tell people that this is where you come for discreet fucking that no one will find out about."

                                                              IMHO their whole ad concept is to tell people that there are shows, shopping, restaurants, etc in addition to the "obvious" sin city reputation embodied in the famous slogan. By them calling it an excuse to use it brings your attention to those activities as well.
