    You can't share files via P2P with cox cable

    I guess they randomly block p2p upload "handshakes"
    I was wondering if there is a way of encrypting the handshakes, you know, maybe using a proxy that you could send encrypted data to and from?

    ipv6 packets go right through ipv4 lockdowns, figure out a way to encapsulate your packets into a ipv6 one

      Have you tried changing your port? That works sometimes. I use utorrent on AT&T and I have it set to use UPNP and a random port on startup.
