blogger will only suspend you if your content is bad enough. you can host the content yourself and just update it via blogger.
blogger does not like adult content being hosted at their servers.
also, you don't just "decide" to blog one day... its something that takes effort, and design adjustments, and SEO optimization... if you open a blog on a whim, your traffic will be drier than a nuns cunt.

4 make some nice layout (you can design it by yourself if you can or buy it or use some freeware theme)
