If I am not mistaken the law that required the blur was because the pubic region was not to be for display. Someone was telling me the translation is a little screwy in english and that it's that pubic hair is not up for viewing. Either way that is why with or without penetration the goods are blocked.
Of course after a few drinks I will tell you it is to hide the fact that their vaginas are indeed sideways.
