Believe it or not, the international banking federation seem too - our existing http://www.liondollars.com banned country list (which I am currently revising and which will be changed with 7 days) is drawn from the IBF country lists where wires cannot be re-returned after sending (that means if you are fraudulently dealt with, the NZ banks will NOT return wires sent through, where as in other countries with proof they will).

We are taking MANY countries off that list and making the process for people in countries still on the list MUCH easier.
