A 10. There are about 2 other guys on my team that are on that level too.
By 10, I mean we can do anything on photoshop for the right price and time. Including "painting" on photoshop. We just find it cheesy and old fashioned to do something like that and stick it onto our portfolio. But for the right price, we'll gladly do it.
But we still won't stick it on our portfolio.

Besides, the guy described 8 or 9 as being able to "paint" in photoshop. Which I used to do some 4-5 years ago when I was still into characters and animations.
So if you're definition of 8 or 9 is being able to "paint", and the rest of the levels are being able to create websites, then I'm assuming that 10 means being able to create custom effects (plug-ins) on photoshop to provide the finishing touches, which I can do.
Basically 10 means being able to do what you want to do in photoshop, given the time needed. Which I can, because I've been using Photoshop DAILY for the last 10 or so years.
Also, our "generic" looking portfolio were all approved by our clients. Something that my team can be pretty proud of. And FYI, that's just the stuff that's on there. It's not everything we've done, nor what we're capable of.
I'm not saying I'm the "best" anyway. Far from it. I think the best guys are the one's who are a 10 (know the ins and outs of photoshop) and create something trully groundbreakingly original, and never fail to do so each time they sit down to work.
So... my photoshop knowledge? 10
My creativity / artistic... fweh... I'd say a 7... 8 on a good day
Those are two different things you see. The best guys are 10 on both parts.
