Really depends - you're figuring average billing for the conversion (~320GB/Mbps). With 95th percentile billing, it's all about your peak to mean ratios, but general rule of thumb is 180-230GB/Mbps.
Internet Radio applications (9-5 Monday through Friday peak, almost nothing the rest of the time) will do only about 130GB per Mbps 95th percentile.
In reality, it's probably $9-11.50/Mbps 95th percentile.
I'd estimate that he's probably doing about 5Gbps 95th, and with a commit around there he can certainly do better. If it's hosted on a CDN, it's still a bit high, but less ridiculous.
At any rate, I can do better for either CDN or standard hosting, OP should give me a shout ;).
