Brock has 2 wins in the ufc and lost to Frank Mir less than one year ago. So who did he beat? Heath Herring, who has put on plenty of crappy performances and has 14 losses. He beat 45yr old Randy Couture who was only considered great because he beat guys when he was the huge underdog, Randy's record sucks too. Brock won't be the ufc hw champ for long imo.
Fedor has beat guys "much" bigger than brock, much stronger than brock and much more experienced than brock.

There was an article floating around somewhere that Fedor said why he wouldn't sign the contract Zuffa sent him...
1. He loves competing in sambo and Zuffa told him he cannot compete in sambo anymore if he signs with the ufc. He's been competing in sambo for very long time and isn't willing to give it up just for the ufc.
2. He has to fight a certain amount of times each year, so if Fedor says he's not ready or they didn't warn him quick enough then it won't matter. If Zuffa says fight then he has to fight.
3. Zuffa said he couldn't do interviews or anything like that without talking to Zuffa first.
4. If Fedor lost Zuffa could rip up the contract and tell Fedor to GTFO.
There was some other bullshit in the contract, Zuffa needs to lighten the fuck up if they want Fedor. I think Dana White is too childish to give in though.
