I was only replying to the comment that history is no excuse - I wasn't disagreeing, just pointing out that it's much easier to make a statement if you aren't in their shoes.
So, for the record - and to answer you directly - no, it's not okay for *anyone* to break laws in *any* community.

The Irish aren't suffering from their history: They own a country.
Try being a people without one ...
The gypsies are vilified wherever they go, deserved or not. It's not unlike Native Americans in the U.S. or Aborigines in Australia - they'll never be assimilated (and let's please not argue why, it's pointless) and so what do we do? Nothing.
And the story goes on for all of them, unlikely to ever change.
