The refs blow calls or miss penalties in just about every game. sure maybe if the refs had called the delay of game the Ravens might have not converted the 3rd down, but then again maybe the Ravens change their play call or the Titans miss a tackle and the Ravens score a touchdown after the penalty. Fact is that the Titans have no one to blame but themselves. They had three turnovers inside the 20. That's 9-21 points they fucked up
