9mm handguns have a very low kill ratio on one shot. It is one of the only calibers you can be shot multiple times and live. They are the ghetto fabulous choice of a weapon and they have saved countless lives with their ineffectiveness. Most police departments in the USA have prohibited their officers from carrying them and the US Govt prohibited them many, many years ago.
There are countless examples of officers shooting and the 9mm rounds barely made their way through an obstacle to kill the target (windshields, sheet rock, car doors, etc). We are dealing with real world examples and 10 ft head shots are not a reality in street warfare. There was one agency that prohibited their use after an officer shot a target in the head and the bullet did not penetrate the skull. The rounds are simply too small and too weak... and the solution is not buying "better ammo". Better ammo can not compensate for shit product.
If you are looking for someone to survive... buy the 9mm. If you are looking to eliminate the threat forever... do not buy a 9mm.
