It isn't a time of war.
This is a "police action" a "peacekeeping enforcement" or a "strike" - it is NOT a war.
Why? Because then congress gets oversight. And they have to declare it. That little bit of the constitution was used as toilet paper during Vietnam. The last country the US went to war with they are STILL at war with - North Korea. There has been no wars since then.
So not knowing military code, I am uncertain whether they will be allowed to use "wartime" punishments - since they are not technically at war.
