It happened in WW2, it happened in Korea, it happened in Vietnam, it happened in Somalia, it happened it Desert Storm and it is happening now. Rules or no rules..we cannot expect brutal and evil regimes to follow guidelines in a time of war.
Rules of war sounds like an oxymoron..
