The thing is that this could have been much worse. Imagine if that guy was wielding a ceramic knife, instead of a shoe, and knew how to use it. Bush wouldn't have had time to react.
Those agents are being reprimanded and will all have desk jobs by tomorrow.The attacker should have been taken down the minute he bent over to pick up his shoe. That is their job.
A US president is a US president and that situation makes the secret service look really inefficient and incompetent. Especially as the attacker had time to "reload" and launch another missile at the President again.
Once would have been a lapse in security. Twice is inexcusable.

Worse PR for the USA than an Iraqi citizen throwing his shoes at Bush in protest would have been the secret service mowing down an Iraqi citizen for throwing a shoe at Bush.
They don't kill people every time someone throws a pie in a politician's face. These people are trained and organized, they're not watching grainy youtube videos half drunk in their underwear like we are.

His SS guys are as stupid as he is.One question where was the Secret Service and why was that guy not shot before he sent the second shoe down Bush's way. For all we know there could have been explosive in the shoes.
Then they should have whisked Bush away because they don't know the after events that could come such as remote detonated explosive that are in the shoes.
