Well, one of the problems is their TOS says they can freeze your account for any reason they want to and that they do not have to disclose to you the reason. They can then freeze the funds in your account for up to 6 months while the "investigate" They never manage to complete an investigation before the 6 months is up though. After the 6 months is up, then YOU have to call and ask them to release the funds, they are not automatically released and by that time a lot of people have moved on and forgotten about it.

Now the practices are considered "unfair", and a class action suit was filed. Paypal had two choices. If they let it go to court there was a 100% chance the courts would make them change the TOS or they could settle out of court, which means the TOS could remain in tact and they could continue doing what they do....they settled out of court.

Twice paypal froze an account I had, in both cases it was frozen right after receiving a rather large amount. In both cases both myself and the person sending the money were verified. The transactions had nothing to do with porn. In one instance the amount they froze in the paypal account was over $5,000. They gave no reason for freezing it. They asked no questions. They would only tell me it was "under investigation". After 6 months I called them, they released the funds and unfroze my account with no explanation.

There are a lot of instances such as this with no reasonable explanation. In my case, the transactions that took place were not out of the ordinary and they were from a regular customer that placed orders on a regular basis for various amounts.
