A dismal truth to an extent. Under current Canadian law, if 51 per cent of the production costs were incurred in Canada and the last substantial transformation of the product occurred in Canada, it is legal to use the 'Made in Canada' labels.
Harper has already proposed amendments to the guidelines to toughen them up.
Not to say its easy - but...if one does their homework well enough - they can still find products that are entirely made in Canada/U.S.
