Iran is a signatory to the UN Convention on the Rights of Child. Under this treaty it is not permitted to execute any person under 18 years of age or for crimes committed while they were minors. Iran is in violation of this treaty.
Also interesting to note that all countries on the planet are now parties to CRC, with the exception of the United States which does not give rights to their children under this treaty. (So much for the latest laws re the adult industry)
There are also other nations who still continue to carry out executions of kids, despite having ratified CRC - namely, Nigeria, Saudi Arabia and China.
