If you think surfers don't upload full scenes to be "cool" you've got no clue at all. Lots of them do. Check out usenet, forums, torents and now tubes.
Now I'm not saying that's where the majority of content is coming from, you're right it's probably MOSTLY the site owners doing it. Never the less, people most certainly do exist that upload for the cool factor.

I told him I sold porn, and he got all pissed off. I asked why, and he had signed up to a site a several months previous where he got charged for 3 monthly memberships instead of 1 membership. This was $150 Canadian a month compared to the $50 or so he thought he was going to spend. Being the type of guy he is, he had no idea what a cross-sell was. He said the page has been changed now and the check boxes are up higher than they were before, but on his fairly small monitor they still are buried under text off the screen.
3 months passed and he checked his VISA bill, $450 in charges due to that 1 signup. He figured it would be more around $150... not $450!
Fast forward to now!
My friend complained to his other buddy about getting fucked for $450 for 3 months of adult membership costs. His other buddy laughed and then set him up with Bit Comet. Then he showed him where to get full site rips, and showed him Tube Sites. Not only that, but there is another scam where people setup tube site accounts with private videos and share the user/passes. The private videos can have entire full episodes uploaded and are just shared with hundreds or thousands of people. Just log in, and stream your episode of choice. Or, upload your own and add to the collective...
Yes the majority of tube sites are uploading stolen clips in hopes of generating bookmarkers, but don't forget that porn is now seen NOT as something private and taboo, but as necessary as food and water.
A guy who signed up for 1 fetish site, got charged $100 on top a month for cross-sells to sites that essentially have crap quality DVD-type content*, is not going to be buying ever again.
*which you can find stolen on tubes for free anyways
