The army isn't perfect, they're using all the technology they have to only hit milirary targets, but they're still going to miss sometimes. It's a fact of war, war is hell, no one wants it if it can be avoided. Innocent people die in war, didn't you realize that yesterday?
Also, we don't know what the fuck Saddam is up to, there very well could be millitary people in the building you saw get hit.
