Maybe he's counting join page ratios... certainly not Raw/1st page hits.. and on the one site I've mainly promoteed so far, not even second page... and for that site it's been on LL traffic. Having said that, I certainly haven't sent thousands of hits to each site yet so my experience may not be typical.. But I keep slugging away at it.

yes all our content is 2257 compliant, I would post a screen shot but its not really going to prove anything.

Our overall is approx 1/300 for tgp/mgp it's 1/600 and we count every hit no shaving at all
