Not really, we've fixed rates for every traffic crime as no accident was caused, if an accident was caused it usually goes to court. Of course you can try to lower every ticket by fighting it in court, but 90%+ loss quote
Additionally each driving license holder has some kind of accounts where points are collected for the harder traffic crimes, and if you've got to many you can lose your license. Every year without a crime takes away one of the points and every new (hard) crime brings you 1-6 more
But tickets are cheaper oO
