                        The thing is, The UN might actually be effective in this situations as N. Korea is as a poor as fuck and doubt they have money to payoff UN officials. Kofi Annan is probably sitting in a back room somewhere thinking, "fuck, why couldn't another oil rich country screw up. How am I going to pay for that new swimming pool."
