The key will be 'pre-emptive strike'. If north Korea launches an attack on North America (highly unlikely) - the U.S. will respond by annihilating the fuckers. The U.S. (or Canada) might sustain a few hits - IF the Koreans figure out how to actually make their missiles work...but they'll pay dearly for their stupidity.

You are right SK, NK is a non factor and isnt going to do anything to anyone anytime soon, which is why they did the tests to try and be relevant to the world.
