Here in Georgia you don't have to carry insurance on the car itself if you own it outright, you're just required to carry liabilty. It's pretty dumb not to have it if you can't afford to replace the car with cash though.

In many states you only need to carry liability insurance. I'm pretty sure California is one of those said states. It isn't a federal requirement but a state requirement.
