Why is it that they take 30 days to clear, whereas it's only 5 or so days with most banks and even paypal?

Since ePassporte is a debit card and you can get an account with out having a credit card attached to your account (sponsor opened accounts) dropping the pending charges before time would open up for fraud.Truth TellerComment
