        Mr Annan takes instructions from UN members. He is not a rolling cannon with a mouth. He is directed to make policy statements on behalf of the UN and is the person who states the "official position" of the UN.

        I do not have any doubt in my mind that some members of the UN are of the "opinion" that the US broke either the charter or a resolution, but that is the point, it is some member's opinion. They can present a resolution in an attempt to make their "opinion" official and binding but they have not done so and until they do it is only the opinions of some members.

        Much like criminal law, an accusation is made, a defendant is charged, a defendant goes to trial, but until the defendant is "officially" convicted, it is only the opinion of the prosecutor (and possibly the audience) that the defendant has broken the law.

            These "opinions" are not just silly personal ones' but backed up with legal opinion of international law and also to reflect the spirit in which a whatever.. treaty was originally signed and ratified.

            The UN are the interpreters of their treaties and laws and what you call the "opinion" of Mr Annan is not his opinion, but that of the United Nations. That is his job as Secretary General - namely, to take instructions from UN membership to express the opinions and policy of the UN.

            Gawd.. this is painful and can't be real - your "opinion" on other people's opinions simply does not matter.

                                    Once again, in criminal law, a prosecutor may be of the opinion a defendant has broken the law, the Judge may be of the same opinion, most if not all of the audience may be of the same opinion, but until ALL of the jurors rule that the defendant is guilty of breaking the law, only then does it change from opinion to official fact.

In addition not all members of the UN are of the same opinion which probably is the most relevant singular reason for not proposing a resolution.

Sexxxy Sites made a solid point of the US donating more money than any other country, regardless if it was a smaller percentage of its GDP than any other developed nation. Get over it and start bickering about more relevant issues rather than name calling.

                                                                                                PS.. Yes agree, the US probably does on mass pay more out in total. That was always the arguement of the US govt for decades which differs totally with the rest of the international community. You can always expect any nation who is liable for the largest donation to be moaning that "we give more than you". (I see the same shit with people in a group).

                                                                                                Only my - tho shared by most other as well. The only valid measure of "giving" is pro rata. Who can anyone compare a small nation to a large - both owe their dues depending on population.

                                                                                                However... the reality is also in the fact that, with the exception of around $80 mill owed by a few UN member states, all other nations have already paid - apart from the US who still owes around $600mil - not just for this year, but from previous years.

                                                                                                The last time the US paid towards UN club fees was immediately prior to Bush having a need to address the UN. It was too embarassing to go and speak without having paid a little.

                                                                                                As for "givers" in total... Denmark beats any other nation by a long stretch - both via their govt and personally.
