No, my question assumes that sales by the new "referee" account are legitimate. Obviously, if they weren't - that's a different story. Also it assumes that there are actually two different webmasters - no creating yourself 2 accounts. Basically no cheating whatsoever.

if someone promises to pay you X-amount if you signup under them I dont see any problem there. The program pays out the same amount and what you do with the refferal money is your business.Comment

If I ran a program I would not pay out on this,
I see it as a step up from click fraud gangs..
50 webmasters group up with 5,000 hits per day from all of them lets say..
Now webmaster A setups a referral site,
1 webmaster joins each of 50 webmaster accounts that pays that whopping $200 referral bonus
The rotate the traffic, until they get 1,2,3 signups etc..
They collect bonus and redirect all traffic to sponsor #2
Then they cycle up webmaster account and signup again to all 50 programs
