Yes, they hand your idea and some cash (depending on the # of winning ideas they choose) to a company of their choosing to make your idea a reality.
You get to sit at home in your chair and watch it all happen like a bad movie with spanish sub titles and no popcorn!
They do however let VC's look over the list of the losers to see if anyone wants to fund your idea - and that perhaps isn't such a bad thing if you catch the eye of some investor.
