If you recall, there were also the Madrid train bombings, and the London Tube attacks, not to mention countless other disasters (China floods + quakes, where a phenomenal number of people lost their lives) around the same time.
I'm not attempting to discount the loss of life at all, however, I firmly believe that the examples set by the UK and Spain in response to their respective attacks was and is much more poignant than that of the US.
