It's like this for some people :

A. live in that crappy house over there and there MIGHT be a disaster

or

B. Keep living in the street without a house and take your chances being murdered in your sleep.

There are way more murders than floods so I would take my chances with the flood.
I'll agree with you on this one.

But for damn sure, I know I wouldn't live under sea level and right on the water. That is sooooo asking for it.
