Yep, you're right about all of that. It's what the people do with the money that makes the difference. Israel takes billions, builds a modern civilized, high-tech society from nothing while defending itself from several surrounding hostile countries. Africa takes billions and comes up with wars, genocides, starvation and cities filled with poverty and squalor.
At least Israel gives a good ROI, if you will, on the money. Africa is like throwing good money after bad.
