I lived in Towson for awhile, def cooler than Baltimore, great nightlife and a couple decent cheap sushi places, but its still dirty and you still have to lock your cars at night.. if she could head out of the city a little more and go down the 70, Columbia is kinda nice and quieter (although there are ALOT OF DRUGS there) and even further down the Frederick area is really nice (but the white people r mostly white trash LOL) I spent almost 9 years in that area, and I won't go back except for Thanksgiving and Xmas..
