Why can't I save to PAL 1400kbps, but only PAL 700kbps or NTSC 1400kbps?

    Why can't I save to PAL 1400kbps, but only PAL 700kbps or NTSC 1400kbps?

    I tried 3 editing programs. I have a HQ 'raw' file and I want to save it to PAL 1400kbps
    However, I can only select

    PAL 700KBPS
    or
    NTSC 700KBPS
    NTSC 1400KBPS

    Any idea why I can't save to PAL 1400kbps?

                                  Looks like your proggy only allows for presets.

                                  You'll need to get a higher end program or something like Cleaner XL to do that kind of manual encoding

                                          well, Cleaner makes that very easy - so, what's your time worth? how much money could you have made instead of trying with other programs? I know 600 bucks is a lot of money for a software, but i never regretted buying it
