You need to evaluate a hardlink's value by how much google traffic that site is getting vs. outgoing links at that site because for example PR 4 sites that are listed on ONLY when searched for by domain in google and get very little overall traffic are useless. Any today's seo expert knows this.

I'm telling you guys this hoping that some day people would start to appreciate the high search engine traffic sites more when they see one.
