Someone I know opened up an account but had zero dollars in it apparently. I went to send him cash and it would not allow me to, no matter what. He was told that the account needed cash in it before anyone could transfer funds to him.

Sounds stupid.

There is a 3 day wait before you can make p2p transfers this is to prvent fraud.
