i have multiple shared hosting accounts with different hosts and have never had an issue like this. If the servers are setup right, and they are monitored efficiently this stuff doesnt happen on shared servers.
If I have a process that is starting to use to many resources or if a database is getting to large or something of that nature. I am emailed before it gets out of hand every time by my host. I was in the hosting business for a while and there is no reason a shared server should have any more problems then a dedicated server. It is there job to make sure all sites are up all the time on all servers. Bottom line.
