                                  May work best if you used that plastic wrap on a whitish layer and adjust your blending and opacity with the pic.

                                          Create a new layer, add some gooey white blobs around. Run the plastic filter, for a bit more realness do a soft bevel on that layer.

                                          I often copy, and resize, then move these layers around a bit to spread it on.

                                          Erase tool as needed.
