A few years back the IRS were granted leeway - or enforced on VISA (Miami) that they give up card details for US folks operating bank accounts in the Caribbean area - least that was the area of interest at that time.

Bottom line.. playing games when taxes should be paid just is not worth the hassle. Else.. pack up and ship out to more favorable locations - but genuinely and legally.
