Why would a government need more people to watch over and set laws for?
Here in America all we do is fix things up, make some roads and schools make new buildings and invest in them after blowing up a few dickheads everyone hates anyways then we bail at the command of the UN and NATO.

Georga aint got shit, it has no oil or mad amounts of gold mines or invaluable materials to further technology in vast amounts, nor a massive food region. If anything it's a province that seemingly gets by on its own just fine.
