Baltimore is Baltimore, it's like any other big city. York, Pennsylvania city made me feel the same way as Baltimore - trashy and always looking over your shoulder. If you have any sense, you'll stay out of the city unless it's going to Power Plant, Fells Points, Canton or even Federal Hill but even those can sketchy at times. If you go down, always bring a group of people - makes you feel a lot safer.
Basically, if you're going to live here, get the fuck out of the city and move to the county. Towson is great since you've got TSU and Goucher College full of hot Jersey girls ;) and the bars are pretty good, specially on ladies night.
I used to live in Towson and I kinda miss the nightlife. Always felt safe there and never once had any complications.

I lived in Towson for awhile, def cooler than Baltimore, great nightlife and a couple decent cheap sushi places, but its still dirty and you still have to lock your cars at night.. if she could head out of the city a little more and go down the 70, Columbia is kinda nice and quieter (although there are ALOT OF DRUGS there) and even further down the Frederick area is really nice (but the white people r mostly white trash LOL) I spent almost 9 years in that area, and I won't go back except for Thanksgiving and Xmas.. I feel for ur sis
