That comment is rather obscure. You can identify social trends and values within one or two days. After a month you have a pretty firm grasp of what the people and government is like. Time allows you to have more experience with things that happen yearly or by every decade.

You don't need to see each season to know how people are. But I have, and I think I have a firm understanding on how American people are.
