    The PayPal Top Up card is a new product from PayPal. It gives you control over your money, use it like a debit card to make withdrawals from your PayPal account, or use it at home or abroad wherever you see the Visa logo. Topping up your card is as easy as making a PayPal purchase, and you can manage your account using the Online Account Manager.

                        I notice that link has a UK in it. I changed it to US and it doesn't appear. I also don't see anything about it in my account, which is a US account. Could just be a UK thing.

                            So yeah, it's the debit card for the Uk. Actually, after reading it's a little different. More like the GreenDot prepaid cards we have here, that you can add funds to from your Paypal account.
