No, it's much better for the police to get hurt by gangs while doing their job.
Look, they surrounded the cops and rushed towards them. If someone threatens the life of a police officer, they have permission to shoot. They have no option of shooting at someone's legs, when they do shoot they HAVE to shoot to permanently disable the target.
