It does nothing for the bank, or the provider, to pander to someone who wants something super-custom right out of the gate, unless you're talking enough money to make it viable for not only your netengs, but the NOC to support it. A bank would be far more willing to inconvenience one of their employees to keep a customer happy than a hosting provider screwing up their internal topology - it's a hell of a lot easier to rewrap pennies.
In this case, as I stated, it's like asking for a penny from every till, or every roll. Unless this customer will offset the cost of their request, there's absolutely no point for the provider to even entertain the offer.
