OK, I took a look at it. Even though I can't commit to it, much less in your timeframes, at least I can tell you that you can have both your projects made together by using Joomla with barely no code customization (if any). That being said, any decent designer with some basic knowledge of php (better if he/she knows Joomla guts) and a good knowledge of CSS should be able to do it. Hope that helps
