When you consider the millions of ethnic Russian victims of Lenin's Red Terror along with the millions of ethnic Russians needlessly sacrificed by Stalin in the war with Germany and the millions who perished in Stalin's Gulag, then it is safe to say that ethnic Russians were the biggest victims of Leninist/Stalinist terror, brutality and incompetence.
