Far northern CA has the majority of California's water. The counties up here for the most part control the water and decide how much we release down the Sacramento. We do have some minimal agreements though.

Along the Sacramento and many other rivers assorted farms are allocated so much water guaranteed. They however are allowed to use less or none at all and sell off the credits.

Along many of the same rivers conservation groups can seem to force additional water releases to protect assorted fish.

Along same waterways the native Indian tribes can also force the water releases along with screwing the fishing limits.

In many areas around here and I am sure of many others you can get land on streams, creeks, rivers, and even natural springs where you are deeded water rights. In some areas you could build your own damn and people down stream would just have to deal with it and wait if you wanted to.
